Ninotsminda is a town and a center of the Ninotsminda Municipality located in Georgia's southern district of Samtskhe-Javakheti. According to the 2014 census the town has a population of 5,144. The vast majority of the population are Armenians. Ninotsminda is situated 6 km southwest of Sat’khe.

Heshtia, also Eshtia, is a village in Ninotsminda region of Georgia not far from Abul mountain. It is mainly populated by Armenian-Catholics. The Victor Ovsepian House Museum located in Eshtia has belongings of the artist, who was also a poet. Eshtia is situated 7 km northwest of Sat’khe.
