It is a two-story detached Carpenter Gothic style cottage with board and batten siding, constructed between 1860 and 1873 and enlarged about 1884. Proctor House is situated 880 feet southwest of Saint Margarets School.

The building consists of the main block, five bays by three, two stories over a raised basement, and the "drill hall" to the rear of the main block.
