Quarters 1, also known as Building 1, is a historic officer's quarters located at Fort Monroe, Hampton, Virginia. The original section was built in 1819, and consists of a three-story, central block, double pile residence with flanking, two-story wings in the Federal style. Quarters 1 is situated 880 feet north of Old Point Light.

It is currently managed by partnership between the Fort Monroe Authority for the Commonwealth of Virginia, the National Park Service, and the city of Hampton as the Fort Monroe National Monument.

Phoebus is a formerly incorporated town now part of the present-day city of Hampton, Virginia, on the Virginia Peninsula. In 1900, it was named in honor of local businessman Harrison Phoebus, who is credited with convincing the Chesapeake and Ohio Railway to extend its tracks to the town from Newport News.
