Baxter is a city in Crow Wing County, Minnesota, United States. The population was 8,612 at the 2020 census. It is part of the Brainerd Micropolitan Statistical Area. Minnesota State Highways 210 and 371 are two of the main routes in the city. Baxter is situated 3½ miles south of Jacks Lake.

Brainerd straddles the Mississippi River several miles upstream from its confluence with the Crow Wing River, having been founded as a site for a railroad crossing above the confluence.
