Tortilla Flat is a small unincorporated community in far eastern Maricopa County, Arizona, United States. It is located in the central part of the state, northeast of Apache Junction.

The Horse Mesa Dam is a concrete thin arch dam located in the Superstition Mountains, northeast of Phoenix in Maricopa County, Arizona. The dam is 660 feet long, 300 feet high and was built between 1924 and 1927. Horse Mesa is situated 4½ miles northeast of Tortilla Recreation Site.
