It is located on the Canadian side of the Canada–US border and separated from Wellesley Island on the U.S. side by the International Rift. Hill Island is situated 3 km southeast of Fishdam Island.

The park was established in 1898 as part of the St. Lawrence Reservation. Dewolf Point State Park is situated 4 km south of Fishdam Island.

The 1000 Islands Tower is a concrete observation tower, on Hill Island, in Ontario, about 620 meters from the border of New York State. Built and opened in June 15, 1965, the tower provides panoramic views over the Thousand Islands of both countries, from a height of 400 feet above the St.
