Xiaguan, formerly romanized as Hsiakwan, is a subdistrict at the southern end of Erhai Lake in Dali Prefecture, Yunnan, China. Xiaguan has a population of 146,517 and is the modern centre of the county-level city of Dali. Xiaguan is situated 5 km south of Taihe.

Dali City is the county-level seat of the Dali Bai Autonomous Prefecture in northwestern Yunnan, China. Dali City is administered through 12 township-level districts, two of which are also commonly referred to as Dali. Xiaguan is the modern city centre and usually conflated with Dali City by virtue of being its seat.
