The WMA consists of land owned by the Idaho Department of Fish and Game and Bureau of Land Management and Idaho Department of Lands property managed by IDFG. Montpelier Wildlife Management Area is situated 2 miles south of Cougar Cave.

The city is the largest community in the Bear Lake Valley, a farming region north of Bear Lake in southeastern Idaho along the Utah border. Montpelier is situated 3 miles southwest of Cougar Cave.
