A large brick building with Moderne styling, it was built in 1936 with funding support from the New Deal-era Works Progress Administration, and is one of the few surviving armories built in the inter-war period in coastal Virginia. One of the oldest recreational areas in the state, it was long located in the former Elizabeth City County near the downtown area of the lost town of Phoebus prior to their consolidation with Hampton in 1952.

In 1900, it was named in honor of local businessman Harrison Phoebus, who is credited with convincing the Chesapeake and Ohio Railway to extend its tracks to the town from Newport News.
