The municipal population was estimated at 134,000 in 2008. Bou Saâda is situated 4 km northeast of CEM Sbaa Miloud.

El Hamel was built in the 11th century on two hills at the foot of Mount Omrane; Surrounded by mountains on all sides, the city resembles a medieval citadel below which flows the Great Oued. El Hamel is situated 9 km southwest of CEM Sbaa Miloud.
