Capas is a municipality in the southern part of Tarlac. Dubbed the "Tourism Capital of Tarlac", Capas is known as the endpoint of the infamous Death March during World War II, and is the jumping point for treks to Mount Pinatubo, which have its devastating eruption in 1991.

It is located within the Clark Freeport and Special Economic Zone in the municipalities of Bamban and Capas in Tarlac, Philippines, covering an area of approximately 9,450 hectares and is designed to accommodate up to 1.2 million people. New Clark City is situated 10 km west of Santa Rosa.
