Lake Oubeïra is a freshwater lake situated in El-Kala National Park in El Tarf Province, Algeria. It was designated as a Ramsar site on 4 November 1983. The lake serves as a significant nesting area for bird species in North Africa. Lake Oubeïra is situated 3½ km west of Oued Degrah.

El Kala is a seaport of Northeast Algeria, in El Tarf Province, 90 km by rail east of Annaba and 16 km west of the Tunisian frontier. It is the centre of the Algerian and Tunisian coral fisheries and has an extensive industry in the curing of sardines.
