Babbs Island is an island in Hancock County, West Virginia on the Ohio River between East Liverpool, Ohio and Chester, West Virginia. It takes its name from the Babb family of Columbiana County, Ohio which once owned the island from 1804 to 1820—John Babb was the original owner.

The construction of the library, which opened in 1902, was funded by industrialist and philanthropist Andrew Carnegie, whose uncle lived in East Liverpool. Carnegie Public Library is situated 1½ miles southwest of Garfield School.

Its current location is on the former site of a popular amusement park, Rock Springs Park, off an onramp along U.S. Highway 30 in the City of Chester in Hancock County, West Virginia. Chester teapot is situated 1 mile south of Garfield School.
