28 de Noviembre, written out as Veintiocho de Noviembre, is a town in southwestern Santa Cruz Province, Argentina. It had 9,478 inhabitants at the 2022 Census, most of whom are of Argentinian and Italian origin, and is located 270 km west of Río Gallegos and 13 km south of Río Turbio. 28 de Noviembre is situated 10 km northeast of Mina Dorotea.

Río Turbio is a town and municipality in the Güer Aike Department of the Santa Cruz Province in southern Argentina. It was founded in 1942 as a consequence of the coal mining in the area. Yacimientos Río Turbio is situated 10 km north of Mina Dorotea.
