The Beginning Point of the U.S. Public Land Survey is the point from which the United States in 1786 began the formal survey of the lands known then as the Northwest Territory, now making up all of Ohio, Indiana, Illinois, Michigan, Wisconsin, and part of Minnesota. Beginning Point of the U.S. Public Land Survey is situated 1 mile northeast of Line Island.

It takes its name from the Babb family of Columbiana County, Ohio which once owned the island from 1804 to 1820—John Babb was the original owner. Babbs Island is situated 1½ miles southwest of Line Island.

Ohio-based FirstEnergy owns the site, located in Western Pennsylvania and parts of the Northern Panhandle of West Virginia, and has disposed of billions of gallons of coal waste into the body of water.
