Local authorities declared the region's independence from Somalia in May 1991, but neither the Somali federal government nor any other country or international organisation has recognised its sovereignty, instead claiming it as an autonomous region of Somalia.

SSC–Khatumo is a region centred around the community in northwestern Somalia. It declared itself an autonomous state in 2012. It grew out of the SSC State, which stands for Sool, Sanaag and Cayn. It was renamed Waqooyi Bari on 30 July 2025.
