The Bulgur Palas, originally known as the Bolulu Habip Bey Mansion, is a historical mansion located in , Turkey. It was restored and redeveloped into a library and cultural center for public use after its acquisition by the Istanbul Metropolitan Municipality in 2021.

The was a Roman triumphal column in the forum of Arcadius in Constantinople built in the early 5th century AD. The marble column was historiated with a spiralling frieze of reliefs on its shaft and supported a colossal statue of the emperor, probably made of bronze, which fell down in 740. is situated 110 metres northwest of Bulgur Palas.
