The church and adjacent convent were constructed starting in 1287, under the guidance of Fra Bartolomeo, a Franciscan of the Order of Friars Minor Conventual, at the site of a former parish church. San Francesco is situated 110 metres west of Sportello Umbria Mobilità.

It was formerly the seat of the Bishop of Amelia, in existence from not later than the 5th century, but since 1983 has been a co-cathedral in the Diocese of Terni-Narni-Amelia. Amelia Cathedral is situated 440 metres northwest of Sportello Umbria Mobilità.
