The original section was built in 1819, and consists of a three-story, central block, double pile residence with flanking, two-story wings in the Federal style. In 1900, it was named in honor of local businessman Harrison Phoebus, who is credited with convincing the Chesapeake and Ohio Railway to extend its tracks to the town from Newport News.
