The Astoria City Council selected the garden as city's bicentennial legacy gift in recognition of Astoria's Chinese heritage. Astoria City Hall is the current city hall for the town of Astoria, Oregon, United States. Built in 1923 to house a bank, the building became the city hall in 1939, and it has remained Astoria's seat of government for more than 80 years. Astoria City Hall is situated 500 feet south of Occident Building.

Astoria is a city on the Northern Oregon Coast. It is a small rainy town on the edge of the Columbia River and the Pacific Ocean. It is famous for being the terminus for the Lewis and Clark Expedition, the setting of the movie The Goonies, and its Victorian-era homes built into the hillside overlooking the Columbia River.
