It was built by showman Earl Carroll and designed in the Streamline Moderne style by architect Gordon Kaufmann in 1938. Earl Carroll Theatre is situated 1,100 feet northwest of Building 13.

It was built in a Streamline Moderne, Art Deco style and includes an 11,200-square-foot dance floor including a mezzanine and a floor level with room for up to 4,000 people. Hollywood Palladium is situated 1,200 feet northwest of Building 13.
