Ilagan is the capital city of Isabela. It is one of the largest cities in the Philippines, but it has a small town feel, and has a vibrant tourism scene. It is along the main highway to Tuguegarao.

Santiago, officially the City of Santiago, is an independent component city in the Cagayan Valley region of the Philippines. According to the 2024 census, it has a population of 150,313 people.

Cauayan is a city of over 143,000 in Isabela. It is the center of the tobacco industry in Cagayan Valley, and being in the approximate center of the province, it is also an important economic center, mostly concentrated on agriculture and industry.
