Saffa is a Palestinian town in the Ramallah and al-Bireh Governorate, located west of Ramallah in the northern West Bank. According to the Palestinian Central Bureau of Statistics, the town had a population of 4,374 inhabitants in 2017.

Kfar Ruth is an Israeli settlement organised as a moshav. It was established in 1977 in an area that had become a no-man's land between Israel and Jordanian-controlled West Bank at the end of the 1948 Arab–Israeli War, before becoming part of the Israeli-occupied territories in the 1967 Six-Day War. Kfar Ruth is situated 2½ km west of Şaffā.
